What is HL7 FHIR®?

Fast Healthcare Interoperability Resources (FHIR) is a draft standard describing data formats and elements and an application programming interface (API) for exchanging electronic Health Records.

FHIR is built on previous HL7 standards such as HL7 Version 2.x and HL7 Version 3.x but is easier to implement because it uses modern web-based API technology including HTTP - based RESTful protocols, HTML and Cascading Style Sheets for user interface integration, a choice of JSON and XML for data representation, and Atom for results.
